When a wallet card has a geo-fence attached, iOS shows it on the lock screen as a relevant pass suggestion, which is a system UI element rather than a regular notification. That is why it cannot be swiped away: it disappears automatically when the customer leaves the area. Stamp notifications work differently — they arrive through the standard wallet push channel and can be dismissed normally. A customer who wants to turn the lock-screen suggestion off for a specific card can do it themselves by opening Apple Wallet, tapping the card, tapping the ⋯ icon, and switching off Suggest on Lock Screen. The Allow Notifications toggle should stay on, because that is the setting that controls stamp push notifications. There is no wallet pass attribute that makes the geo-relevance suggestion dismissible — Apple controls that UI directly.
